Easy with one enormous no-so-easy caveat - they cannot be allowed to have any federal military assets and that most especially includes nukes.Read Sherman's autobiography this weekend, interesting. He literally could not imagine any future, under any circumstances, where the Southern states got their rights back. No local legislatures, no Congressional representation, no right to vote, no military bases and assets. That last concerned him enough that he wrote about it at some length. His vision was that they would remain military-governed territories, for eternity.
