It's not the failure of "Congress," Mr. President: virtually every Democratic representative and dozens of republican representatives would vote immediately to pass the Senate budget resolution and re-open the government. This is the deliberate vandalism of teabagger repugs running riot and the cowardice of John Boehner refusing to rein them in.
